In January this year, a property company in Yichun went to the Yuanzhou District Comprehensive Management Center of Yichun City for consultation and investigation and recovery due to the owed property fees by 60 owners. Under the joint coordination of the housing and construction departments, courts and street people\’s mediation committees at the municipal and district levels, the property company, developers and owners correctly clarified their respective responsibilities, rights and interests, and 60 owners paid off their arrears one after another. At this point, the property fee dispute was finally resolved properly.

In key areas of social governance, the efficient operation of the comprehensive management center is crucial. Our province takes reform as a pen, solves the problems and solves the standardized construction of the comprehensive management center, makes every effort to improve the effectiveness of social governance, and writes a new chapter in safe construction.

The provincial party committee and the provincial government have promoted the standardization of comprehensive management centers in the important agenda. The Seventh Plenary Session of the 15th Provincial Party Committee clearly proposed to improve the physical operation mechanism of the comprehensive management center, and the Provincial Party Committee Comprehensive Deepening Reform Commission listed the hierarchical creation and evaluation of county-level comprehensive management centers as a key work point. The Provincial Party Committee Political and Legal Affairs Committee has studied and formulated relevant measures to improve the quality and efficiency of the operation of the Comprehensive Management Center, and refined 15 specific measures from the three aspects of platform construction, function implementation, and quality and efficiency evaluation to provide solid policy guarantees for reform.

Jiangxi has put in a lot of effort in promoting the operation of entities. During the institutional reform, the three-level comprehensive management centers at the provincial, municipal and county levels will be clearly established to enrich personnel. Standardize site facilities and signs, and promote reasonable site selection and standardized listing of county and township comprehensive management centers. In 2024, 10 counties (cities, districts) will build new office spaces for comprehensive management centers, and 35 counties (cities, districts) will renovate and expand office spaces to create Yuanzhou District, Yifeng County, Zhangshu City, and Nankang, Ganzhou City, Districts and other demonstration model comprehensive management centers lead the province\’s comprehensive management centers to move towards higher standards.

In order to improve the quality and efficiency of work, Jiangxi has taken innovative measures. Establish a monthly operation quality and efficiency analysis system, formulate a new version of the evaluation method based on the new situation, and guide the comprehensive management center and grid personnel to actively perform their duties. Carry out county-level comprehensive management center level assessment to promote local governments to make up for shortcomings and strengthen weaknesses. At the same time, improve the working mechanisms such as analysis, early warning, matter handling, etc., establish a mechanism for linkage between the upper and lower levels and emergency response, and improve the ability to resolve conflicts and prevent safety.

Informatization construction is a key move for Jiangxi\’s comprehensive management reform. The provincial comprehensive management information platform was launched in 2016 and upgraded to a provincial social governance modern big data platform in 2021, realizing five-level sharing. In 2024, further improve the platform functions. Up to now, the platform has gathered more than 300 million pieces of data from 21 units, developed 10 business application scenarios, and guided local governments to develop characteristic applications, improve the information platform for conflicts and disputes, break down information barriers, and realize data connectivity and work linkage.

The reform has achieved remarkable results. In 2024, through platform integration, gathering of forces and integrating functions, the masses can express their demands \”only go to one place\” and \”only enter one place\”. Comprehensive management centers at all levels have investigated 387,000 conflicts and disputes, and resolved 381,000 cases, more than 90% of them. Solve it in townships and villages; 2.992 million safety hazards were investigated and 2.987 million were rectified.
