The General Office of the State Council recently issued the \”Opinions on Strictly Regulating Enterprise-Related Administrative Inspections\”, which systematically and comprehensively regulates enterprise-related administrative inspections, clearly and resolutely curbs random inspections, and effectively reduces the burden on enterprises to ensure that administrative inspections are carried out in a timely manner. Recently, reporters visited a food company in Luohe, Henan Province, and experienced how multi-department joint inspections can improve efficiency, reduce the burden on the company, and help the company develop healthily.

Recalling the joint inspection not long ago, Xu Changwei, who is in his 50s, was deeply impressed. As a factory janitor who had just started his job, he was inevitably a little nervous when he saw law enforcement officers wearing different uniforms appearing in front of him.

Zhuohui is a meat product and quick-frozen food manufacturer. In Luohe, there are more than 7,000 similar food companies, large and small, with an industry scale of more than 200 billion yuan.

“Where are the information on daily food safety control, weekly inspections, and monthly dispatches?” “What are the environmental impact assessment reports and pollution discharge permits?” “I want to see the emergency plan and emergency drill records.”… In the information room, law enforcement officers work together and carefully check the information and records.

In the information room, various folders are arranged in an orderly manner in three iron cabinets, and the names, photos, phone numbers and scope of responsibilities of the persons in charge of food safety and other positions are prominently posted on the wall.

“In the past, there would be departmental inspections every three days, and many of the contents were repeated. With the gradual promotion of joint inspections, the number of inspections has been significantly reduced in the past two years.” Li Suwei, the company’s food safety director, said .

In recent years, Luohe has focused on key links related to high-quality development, key areas related to people\’s livelihood, and prominent risks related to safe development, and vigorously promoted joint departmental inspections in accordance with the principles of randomness, minimum, and consolidation.

After checking the information, the law enforcement officers went to the production workshop to check on the spot based on the situation. In the meat sausage filling production line, the meat filling is filled into the casings, and thenAfter cooking, drying, packaging and other steps, it enters quick freezing. Everyone put on white coats and checked the workshop\’s sanitary conditions, safety reminder signs, oil fume purification devices, etc. based on their own functions.

Opening the iron door, the sound of rushing water came to you. Environmental protection personnel boarded the sedimentation tank to check chemical materials and tested water quality, while emergency personnel checked the limited space operation safety notice board, risk reminder and disposal measure card. Wei Songwei, the duty officer at the treatment station, picked up a handful of water and said: \”Look at this water body, it is treated strictly according to standards before being discharged into municipal sewage pipes.\”

An inspection, a comprehensive physical examination. On the same day, law enforcement officials also discovered some problems. For example, on a public notice board in the factory area, there were vague emergency emission reduction measures for heavy pollution weather and incorrect printing of early warning signs. Law enforcement officers gave guidance and suggestions on the spot. \”In accordance with the requirements of inclusive and prudent supervision, we will make appropriate \’error-tolerance\’ for some minor problems without imposing penalties. We must be strong but also tempered,\” Zhang Zhiyuan said.

At the end of the inspection, law enforcement officers will register the random inspection items, inspection results and other information, and the person in charge of the enterprise will sign on the spot. Afterwards, the joint inspection status will be entered into the relevant platform system and announced on time.

Dong Xiaohui made a calculation of time: In the early years, the market supervision, environmental protection, emergency and other departments organized special inspections, which came many times a year, and each time it took half a day to prepare for the inspection. \”Now law enforcement officers jointly come to the door, the frequency is less and standardized, allowing us to have more energy to do a good job in production and operation.\” Zhang Zhiyuan introduced that at the beginning of 2024, the city will consolidate and merge the relevant functional departments based on their time and matters. Contact us when we can and when we should, and formulate a joint inspection plan. Departments cannot inspect at will. \”We divide the credit risks of operating entities into four categories, and reduce the proportion and frequency of spot inspections for companies with low credit risks.\”

According to reports, Luohe will conduct a total of 849 departmental joint spot inspections in 2024. The number of inspections required by operating entities was reduced by more than 1,600 times. More standardized law enforcement involving enterprises will not only promote the continuous optimization of the business environment, but also promote the high-quality development of the local economy.
